Zelensky States Absence of Explicit Defense Guarantee from European Partners

President Zelensky has stated that Ukraine's partners in Europe have failed to provide sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be deployed.

Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to support Ukraine for the long-term".

He added: "It paves the way for the juridical structure under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."

Zelensky hailed that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political resolve, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.

"However, until we don't have such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you still have to rely primarily on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Recently, Zelensky said a settlement was "ninety percent complete".

Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
